The Exchange officially opens

The Ruston-Lincoln Chamber of Commerce held a ribbon cutting ceremony for The Exchange — A Ross Lynn Foundation Program. The program is a membership based coalition of knowledge, resources, and shared outreach. It exists to enhance the current work of nonprofit organizations, to nurture future leaders, and cultivate new and emerging programs. Jane Watts is the Executive director of the Ross Lynn Charitable Foundation, Dylan Sanders is the program director of The Exchange. Lululemon hosts ribbon cutting

School prepares students for upcoming year

Hillcrest Elementary is the proud recipient of three new picnic tables. For his Eagle Scout project, Owen Watson and members of Boy Scout Troop 45 constructed the picnic tables for teacher and student activities at the school. Lumber for the project was donated by Pearce Lumber. Troop 45 is sponsored by Trinity United Methodist Church. Bethel Christian School is off to a great start this year.  
The beginning of school and end of summer was celebrated by the Child Care Center and Pre-K 3 children with water fun.
Recently Mrs. Phyllis Huckaby’s third and fourth graders prepared flower beds with horticulturist Christina Harper.

Budget request on jury agenda

The Lincoln Parish Police Jury’s finance committee will review several budget requests from parish agencies reflecting an increase of $23,065 than was awarded in 2018.
Lincoln Total Community Action, the 3rd Judicial District Court, parish corner and 4 Paws Rescue will request $11,000, $2,265, $2,800 and $12,000, respectively.
The committee will meet at 6 p.m. Tuesday in the parish courthouse. The meeting is free and open to the public.

Young scholar earns praise for work

Sometimes it’s the little things that can pay off in a big way.
That’s the case for Ruston High School senior Shamar White, who recently received an early start to a graphics arts career he aspires for himself.
White, 18, recently earned $50 for creating the winning entry in an art contest directed by Louisiana Educational Diagnosticians’ Association president elect Alice Higginbotham.
“East year our organization reaches out to the talented art classes to design the cover for our conference,” Higginbotham said. “This year the conference will be held on Sept. 20-21 in New Orleans.”

Aldermen begin economic district process

Plan calls for tax hike on food, lodging to fund recreation facilities

Ruston’s Board of Aldermen is set to vote in October on the possible creation of an economic development district aimed at generating money to build a multi-court gymnasium, senior center and water feature in the city’s new sports complex.
The district would be composed of all hotels, restaurants, coffee shops and other eateries, including food trucks. Revenue generated in the district would come from a yet-to-be imposed additional 1.75 percent sales tax on the eateries and 1.75 percent hike in hotel occupancy taxes.

Edwards pans Louisiana AG decision to join ‘Obamacare’ suit

BATON ROUGE (AP) — Gov. John Bel Edwards on Monday slammed Louisiana's attorney general for joining a lawsuit aimed at throwing out the federal health overhaul, including protections for people with pre-existing medical conditions.
The Democratic governor called Republican Attorney General Jeff Landry's decision to back the Texas-based lawsuit "deeply disturbing." Edwards said the lawsuit threatens health coverage for 849,000 people in Louisiana who are estimated to have pre-existing health conditions.

Trump: Puerto Rico response ‘underappreciated’

WASHINGTON (AP) — President Donald Trump said today the government is ready for massive Hurricane Florence and insisted that his administration's response to the devastation in Puerto Rico last year was an "underappreciated great job."
In a series of morning tweets as Florence bore down on the Southeast U.S. coast, Trump bristled over criticism of the response to Hurricane Maria, in which 3,000 people died in Puerto Rico.

Putin: Suspects in poisoning are ‘civilians’

MOSCOW (AP) — President Vladimir Putin said today that the two Russians named by Britain as suspects in the spy poisoning case do not work for the military and that there is "nothing criminal" about them.
Britain last week charged two alleged agents of Russia's military intelligence agency in absentia with the nerve agent poisoning of former Russian spy Sergei Skripal and his daughter Yulia in the English city of Salisbury. Britain blames the Russian government for the March attack, a claim that Moscow has vehemently denied.

Florence poses a new threat for rural, struggling towns

PRINCEVILLE, N.C. (AP) — James Howell Jr. lost big two years ago when Hurricane Matthew swelled the Tar River, less than a half-mile from his home. Finally persuaded it was too dangerous to stay, he returned two days later to discover that 2 feet of standing water had turned his insulation moldy, forcing a rebuild of his living room.
Now a sofa and other furniture rest under tarps on his small front porch as he and his wife, Gloria, prepare for Hurricane Florence, which is shaping up to be much bigger and wetter, with a potential for rain that could be measured in feet.

Secretary of State candidate touts voter education

Louisiana Secretary of State candidate Renee Fontenot Free said Tuesday she’s running to restore trust in the office that oversees the state’s election process.
Free, a Democrat from Baton Rouge, is one of eight contenders running against incumbent Secretary of State Kyle Ardoin in the Nov. 6 primary. She was in Ruston as part of a campaign swing through North Louisiana.
Though Free has 28 years experience in state government, this is her first bid for public office. The Southern University Law Center graduate has worked for five attorneys general and three secretaries of state.

Board rejects property assessment

Building owned by Lincoln Parish Police Jury

The Lincoln Parish Police Jury’s Board of Review rejected the parish tax assessor’s $9,000 property tax assessment of commercial property owned by the jury located on Dan Reneau Drive.
The Board of Review members nullified parish Assessor Sheila Bordelon’s assessment of the jury’s property, informally known as the old County Market building, on the basis that the rent received from the building’s tenets serves a public purpose.
Under the state constitution, exemptions are made for property tax assessments when the property is a homestead exemption or serves a public purpose.

The Ruston Regional Airport will get an approximately $250,000 Federal Aviation Administration grant for the planning phase of a runway extension project.
Receipt of the grant was announced Wednesday by 5th District Congressman Ralph Abraham.
“Healthy airports play a huge role in the economic development of our cities and towns in rural Louisiana. Ruston is growing at a remarkable rate, and extending the runway will help the airport keep up with that progress,” Abraham said.

White House initiative recognizes GSU senior

GRAMBLING — The White House Initiative on Historically Black Colleges and Universities has named Grambling State University senior Faron Rush to its roster of 2018 HBCU Competitiveness Scholars.
Rush, of Chicago, was one of 63 students nationwide to earn the Initiative’s highest student recognition.
He will travel to Washington, D.C. on Sunday - Tuesday to participate in the U.S. Department of Education’s National HBCU Week Conference and receive recognition at the Initiative’s Excellence in Innovation and Competitiveness Awards.

Hurricane Florence’s winds, rain begin lashing Carolinas

(AP) — The outer bands of wind and rain from a weakened but still deadly Hurricane Florence began lashing North Carolina today as the monster storm moved in for an extended stay along the Southeastern coast, promising to drench the homes of as many as 10 million people with immense amounts of rain.
